Progressive / Regressive Classification:


The El Paso County Sheriff’s Office Detention Bureau continues to evolve and improve its service delivery in all areas of detentions. We have modified our proven Classification system to more closely mirror that of the Department of Corrections. In doing so, we consider both an inmate’s current classification, past and current criminal record as well as their behavior in determining the appropriate classification or ward assignment. Our goal is to encourage positive and appropriate conduct by placement in wards with more privileges and fewer restrictions. Inmates who demonstrate negative behavior will be housed in wards with fewer privileges and more restrictions. It is our hope that inmates will desire to progress through the program and modify their conduct in order to achieve a favorable ward assignment. The program has been implemented in both male and female wards.


The Progressive/Regressive Classification System was created with the intention of providing a safe, clean and quiet environment for the inmates detained in our facility while maintaining the safety and security of the staff of the El Paso County Sheriff’s Office and the citizens of our community.


There are four levels of Restrictive Housing/Classification. Examples of each level of are as follows:


  Level I - Restrictive Housing
23-Hours Lock Down – 1-Hour Open  

  • Commissary Privileges – Limited to $10.00 per week. Allowed to Purchase Hygiene Items and Correspondence Materials Only. (Paper, Envelopes, Pens and Stamps)
  • TVs – Not Available
  • Visits - Limited to one (1) visit per week (Sunday through Saturday)
  • Phone Calls – Available Daily During Scheduled Hour Out
  • Programs – Limited to Law Library and GED
  • Religious Services – Available as Indicated Below Upon Request:
  • Individual Religious Counseling (Limited to 1 Per Week)
  • Bibles are available upon request through the Programs Manager

Note: Hour outs will be conducted by following a rotating schedule. This rotating schedule will ensure that all inmates are allowed out during varied times of the day as the week progresses. This will allow the inmates to make legal and personal calls during their unlocked periods.


Visitation Information:

A-L and M-Z restrictions do not apply to this ward. Inmates may not have more than 1-visit weekly. Weeks are identified as Sunday through Saturday with the new week starting on Sunday and running through Saturday.


  Level II - Restrictive Housing
21-Hours Lock Down – 3-Hours Open  

  • Commissary – Limited to $20.00 per week
  • TV’s – Used as Incentive to Reward Positive Behavior
  • Visits - Limited to two (2) visits per week (Sunday through Saturday)
  • Phone Calls – Available during Scheduled Unlocked Periods
  • Programs – Limited to Law Library, GED and Substance Abuse
  • Religious Services – Available as Indicated Below Upon Request:
  • Attendance to Religious Service not Religious Study or Prayer Groups. (Limited to One (1) Per Week)
  • Bibles are available upon request through the Programs Manager

Note: Scheduled unlocked periods will be conducted by following a rotating schedule. This rotating schedule will ensure that all inmates are allowed out during varied times of the day as the week progresses. This will allow the inmates to make legal and personal calls during their unlocked periods.


Visitation Information:

A-L and M-Z restrictions do not apply to this ward. Inmates may not have more than 2 visits weekly. Weeks are identified as Sunday through Saturday with the new week starting on Sunday and running through Saturday.


  Level III - Restrictive Housing
18-Hours Lock Down – 6-Hours Open  

  • Commissary – Limited to $40.00 per week
  • TV’s – Available, controlled by the Deputy
  • Visits - Limited to four (4) visits per week (Sunday through Saturday)
  • Phone Calls – Available during Scheduled Unlocked Periods
  • Programs – Available as Indicated Below Upon Request:
  • Law Library
  • Substance Abuse Programs
  • Educational Programs
  • Religious Services – Attendance Limited to the Following:
  • Religious Service – (Limited to 1 Per Week)
  • Religious Study or Prayer Group – (Limited to 1 Per Week)
  • Bibles are available upon request through the Programs Manager

  Level IV - Restrictive Housing
14-Hours Lock Down – 10-Hours Open  

  • Commissary – Limited to $60.00 per week
  • TV’s – Available, controlled by the Deputy
  • Visits - Limited to six (6) visits per week (Sunday through Saturday)
  • Phone Calls – Available during Scheduled Unlocked Periods
  • Programs – No Restrictions
  • Religious Services– No Restrictions

Note: Scheduled unlocked periods will be conducted by following a rotating schedule. This rotating schedule will ensure that all inmates are allowed out during varied times of the day as the week progresses. This will allow the inmates to make legal and personal calls during their unlocked periods.


Visitation Information:

A-L and M-Z restrictions do not apply to this ward. Inmates may not have more than 6 visits weekly. Weeks are identified as Sunday through Saturday with the new week starting on Sunday and running through Saturday.



Information


All inmates housed in restrictive housing units will receive periodic reviews by our Inmate Classification Specialists. The review process will include a detailed account of any disciplinary reports written, informational reports provided, changes to the inmates classification and in some cases an interview with the inmate of staff member assigned to the housing unit. The results of these periodic reviews will assist us in Progressing or Regressing inmates in the program.
