Detention Bureau
The El Paso County Sheriff’s Office operates one detention facility which is located in the city of Colorado Springs, Colorado. The Criminal Justice Center detention facility is a two-story building, built in 1988 with a design capacity of 384 inmates. In 1994, the majority of the facility was doubled bunked to increase the capacity to 735 inmates. In 2005, a three-story tower addition was opened onto the existing facility with an 864 bed capacity which brings the facility’s total current bed count to 1599. During 2006 a 485 bed Maximum Security Tower was designed but the $35 million projected cost is currently unfunded.
As the Detention Bureau Chief, it is my responsibility to provide for the proper care and custody of all inmates held in the El Paso County Sheriff’s Office Criminal Justice Center. We feel the Criminal Justice Center provides a valuable community resource serving as an essential link in the Criminal Justice System. The facility is maintained and operated in accordance with all State and Federal Laws and in September 2006 was audited by the American Correctional Association (ACA) and accredited under the ACA’s “Performance-Based Standards for Adult Local Detention Facilities”. In addition, all healthcare programs meet all the “Standards for Health Services in Jails” as certified in October 2005 by the National Commission on Correctional Health Care (NCCHC) Board of Directors.
The El Paso County Sheriff’s Office and its contractors operate and maintain the Criminal Justice Center with over 350 highly trained and motivated sworn and civilian employees. The responsibility of all these employees is to detain individuals who are awaiting trail and to house and secure those inmates who have been legally sentenced by the courts. In carrying out these functions, every employee is directed and required to treat each individual in a safe and humane manner, while ensuring their Constitutional rights are met. All inmates, regardless of background, gender, race, religion, or creed are treated fairly and equally. Further, the Detention Bureau is committed to the tenets of Community Oriented Policing and reducing recidivism in order to provide for a safer community.
The Detention Bureau is organized into three distinct Divisions: Security, Operations, and Support Divisions
